My supervisor asked me a fundamental question during my first meeting with my Area Superintendent as a new building leader. So, what was the question? He asked me, “What was the key to success as a building leader?” So, I said student outcomes. He smiled and said, “No, try again.”
Well, after another incorrect response, he said, “Hiring!” Yes, hiring! Why hiring? Everything starts and ends with the people in the building. If you want high-performing students, you must have excellent teachers. My supervisor also discussed the impact of a bad hire on student outcomes and school culture.

This prestigious status symbolizes outstanding achievements and reflects a district’s commitment to continuous improvement grounded in three critical tenets: Leadership Development, Staffing, and Culture. We can visualize a comprehensive framework aimed at excellence by exploring these foundational elements and integrating key attention areas.
Hiring, effective leadership, and a growth-oriented culture are critical components of high-performing Districts. So, let’s examine three key tenets and five focus areas of high-performing Districts.
1. Leadership: Growing Leaders to Their Full Potential
Exceptional leaders build great districts. Leadership development within an educational community ensures that individuals have the opportunity to grow, inspire, and lead effectively. Leadership development is not just a goal but a continuous learning and capacity-building journey.
John Maxwell’s assertion, “A leader is one who knows the way, goes the way, and shows the way,” captures the essence of transformative leadership. Districts invest in leadership development programs to empower educators and administrators to navigate complex challenges and initiate innovative solutions. These programs include professional development workshops, peer mentorship opportunities, and leadership conferences tailored to build robust, adaptable leaders who can drive schools forward.
2. Staffing: Getting the Right People on the Bus
In his influential book *Good to Great*, Jim Collins emphasized the importance of getting the right people on the bus and finding the right seats. Implementing this principle means rigorous hiring practices aimed at recruiting passionate and skilled educators and staff who align with a district’s vision of excellence.

Continuous professional development and performance evaluations ensure staffing aligns with district goals. 3. Culture: Creating an Environment of Growth and Fulfillment
An exemplary district is characterized by a thriving culture where individuals feel valued and motivated to excel. Committing to a conducive work environment that promotes professional growth, collaboration, and mutual respect is paramount. Peter Drucker famously stated, “Culture eats strategy for breakfast,” implying that a positive culture is fundamental to achieving strategic goals.
Creating a welcoming and supportive atmosphere involves recognizing and celebrating achievements, prioritizing work-life balance, and ensuring transparent communication across all levels. By nurturing a culture where individuals want to work and continuously improve, districts create a sustainable and enriching environment for staff and students.
Five Areas of Focus
Alongside these tenets, addressing key focus areas ensures that a district adapts to its community’s evolving needs and the ever-changing education landscape. Let’s take a look at five of those areas.
1. Mental Health Services
Recognizing the significance of mental health and enhancing mental health support for students is essential. Districts should continue to expand mental health services and programs within schools, ensuring students have access to the necessary resources. This commitment involves developing and integrating mental health initiatives that comprehensively support students and staff, promoting overall well-being and academic success.
2. Academic Achievement
Implementing targeted intervention programs and personalized learning plans is vital to improving educational outcomes and reducing achievement gaps.
