How do we ensure multilingual learners’ language development and content mastery when staffing (EL teachers/bilingual paras) is inconsistent across schools?
Years ago, my husband and I toured Sitka, Alaska. Our guide was named Heen Dei. His name means Spring Water. He grew up on Baranof Island.
Heen Dei taught us the island’s history. He wove in the Tlingit language and tradition. Every story carried two layers of meaning. One layer was history. The other was identity. I remember wondering what would happen without him. What if he called in sick? Would visitors still hear both layers? Would the language survive the tour?
That same question follows me into schools. Multilingual learners often meet one trained adult. That adult carries both language and content. When that person is absent, access is, too.
Picture a school missing its only EL teacher today. Students still arrive needing both language and content. Someone must carry that weight regardless. The question is whether the building is ready. This is not only a language problem. Content mastery slips just as fast. Multilingual learners cannot access grade-level material without support. Both goals rise or fall together.
Too many districts build their plans around one role. They hire an EL teacher, then relax. They assume a bilingual para can fill any gap. That assumption quietly hurts students. When that specialist moves schools, momentum stalls. Classroom teachers often step back instead. They wait for someone else to lead language growth. Content instruction and language support split apart.
Some leaders respond by hiring more specialists. That step helps, but it never solves everything. One more hire still creates one more dependency. The underlying practice remains unchanged.
Students feel that split immediately. Vocabulary support disappears mid-unit. Grade-level content keeps moving without them. Confidence drops long before test scores do.
The deeper issue is not staffing math. It is what leaders quietly believe. Many still see language support as extra. They see it as someone else’s job. That belief shapes every hiring decision after it. It shapes coaching, scheduling, and coverage plans. It shapes how teachers see their own role.
Nelson Mandela once said something we should all remember:
“If you talk to a man in a language he understands, that goes to his head. If you talk to him in his language, that goes to his heart.” – Nelson Mandela
So what actually works instead? The answer is not another single position. The answer is a shared, schoolwide practice. Every adult carries a piece of language growth.
Administrators set the tone for this shift. Central office can standardize expectations across every building. Principals can protect co-planning time on master schedules. None of this requires new positions.
Research offers a proven path forward. The SIOP model blends content and language. Echevarria et al. (2017) built this exact framework. WIDA (2020) offers the same integrated approach.
Strong systems train every content teacher, not just specialists. They embed language objectives inside every lesson plan. They pair sheltered instruction with core content, not after it.
Co-planning time becomes protected, not optional. Content teachers and language specialists plan lessons jointly. Each partner brings expertise the other lacks. Neither carries the full weight alone.
Coaching becomes collective, not dependent on one visit. Grade-level teams review multilingual learners’ progress together. Coverage plans assume turnover, rather than ignoring it.
Central office plays a quiet but critical part here. Consistent professional learning travels with teachers, not titles. Common protocols replace personality-dependent routines. Every building runs the same core practice.
National shortages make this urgency real. Sutcher, Darling-Hammond, and Carver-Thomas documented widespread teacher shortages years ago. Bilingual and EL roles remain especially hard to fill. Waiting for full staffing is not a viable path.
This shift protects students when staffing shifts too. A vacancy no longer erases language support. Content mastery and language growth stay connected. Students keep moving forward, regardless of turnover.
Leaders must say this out loud, often. Language growth belongs to every classroom, always. That message changes how teachers plan each day. It changes how principals build their schedules.
Bilingual paraprofessionals deserve this same systemic support. Their presence should strengthen a system, not define it. When paras rotate, practice should hold steady regardless.
I never learned if Heen Dei had backup. I hope the company trained several guides. Every visitor deserves both layers of story. Every student deserves both language and content.
Ask yourself honestly which building depends on one person. Then ask what happens the day that person leaves. Your answer reveals exactly where to start building consistency.
This week, look at your own coverage plan. Ask who owns language growth in each building. If the answer is one person, act now. Build the practice into every classroom instead.
Multilingual learners cannot wait for perfect staffing. They need consistent practice, not perfect people. Build systems that outlast any single hire. That is how every learner keeps moving forward.
